This four-day course—the only university program available that covers performance-based logistics (PBL) for contractors—focuses on understanding, establishing, and executing a performance-based life cycle product support strategy. Boeing, Lockheed Martin, Northrop Grumman, Pratt & Whitney, and Raytheon sponsored the applied research used to develop this program.

You’ll come away with a thorough understanding of what constitutes a good PBL program, how the government and Department of Defense contractors view PBL and PBL contracts, the benefits and risks associated with PBL programs, and much more.

Faculty

Robert T. Barnhart, MBA - principal, Logistics & Acquisition Partners, and lecturer, University of Tennessee Graduate & Executive Education. Bob was at the heart of the Navy’s efforts in moving traditional weapon system support to performance-based logistics. He was the senior contracting executive (Civilian) for the NAVICP. Bob is DAWIA level 3 certified in Contracting with the Department of Defense.

Jerry Cothran, MPA is widely recognized as one of the pre-eminent experts in the area of PBL. Most recently he was a senior manager in logistics engineering for Lockheed Martin, where he was a corporate focal point for providing logistics & sustainment advice, guidance, and support across the company. In his 30+-year federal career, Jerry has held a range of key leadership positions in the military departments and Office of the Secretary of Defense in both Acquisition and Logistics. He was program director for PBL at Defense Acquisition University. Jerry is level 3 certified in Life Cycle Logistics with the Department of Defense.

Stephen R. Geary, MBA, M.Eng. - President, Supply Chain Visions, and our faculty leader for PBL. Steve has over 30 years of experience in supply chain management—as a manager, consultant, author, educator and speaker. He’s held senior positions with Teradyne, PRTM, Emerson Electric, and IBM. Since 2002, Steve has worked extensively for the Office of the Secretary of Defense, helping drive transformation of military logistics to deliver more nimble, flexible, and responsive capabilities.

Wesley Randall, Ph.D. - Associate Professor of Supply Chain Management & Logistics Doctoral Program Coordinator, University of North Texas. Wesley focuses his research on modeling the profit potential of multi-year outcome-based sustainment strategies for the Aerospace sector. Dr. Randall (Lt Col, USAF, Retired) previously served in NATO, as a USAF Squadron Commander, and as a program/logistics manager. He currently teaches supply chain management, and performance analysis.

Stephen M. Rutner, Ph.D. - Professor of Practice/Supply Chain Management, Texas Tech University. Dr. Rutner (COL, USA, Retired) also served for 30 years as an Army Officer serving in the Transportation and Logistics fields to include multiple tours in the Middle East. Previously, Steve was professor at Georgia Southern University and served as the director of the Southern Center for Logistics and Intermodal Transportation and director of the PhD program.
